its orange in color and is round in shape, came up after some heavy rains, rubbery to the touch and when the pod/fungus is popped it has thick orange liquid inside,.

Slime Molds aren't as toxic as most fungus, but depending on pesticides, heavy metals or other pollutants, they can be.
I would remove any "attractive" looking fungus or slime molds from the baby's area.

I have no idea what effect it would have on any children or pets, I had posted this to find out what it was and to research it myself. Im sorry I wasnt able to help you.

I work in a day care and we have the orange round fungus on the playgound. Will this hurt the babies if they put it in their mouth?

It doesn't hurt anything as long as it's not covering it. They will go away in a few days usually. Its a fungus/slime mold that grows on wood, like bedding mulch, heavy rains causes its growth, do not scrape it ~ it will spread if spores are broken~ it will go away in a few days maybe a week.

I have the orange to brown little balls of whatever all over raised bed gardens - is it because of record rains? Do I just scrape it off?

It looks like a type of slime mold. It doesn't hurt anything as long as it's not covering it. They will go away in a few days usually.

I added the best close up possible, it is now gray in color. How can I get rid of this or is that necessary? Will it harm the plants?
