I have no idea what kind of fungus this is, but I am thinking possibly a puff ball of some kind. The orange cap on the top is powdery and leaves a little "skid" mark when touched. The bottom orange ring looks almost like the entry to a wasp nest. Feels quite firm. The fungus was on the north side of the tree and the tree was an oak.
